To Authorize the District to Issue Bonds and Notes
To Authorize the District to Issue Bonds and
Notes for the Purchase of Real Estate and for the Construction of System Improvements. To see if the Fitzwilliam Village Water District will vote:
(1) To raise and appropriate the sum of $1,721,000.00 (gross budget) for the purpose of enhancements to the District’s water supply including, but not limited to: (a) the purchase of land and/or easements for an additional well supply as determined by the Commissioners based on engineering studies; (b) the
replacement of the District’s water mains; and (c) the construction of other improvements based on engineering studies to be funded by this Article;
(2) To authorize the issuance of not more than $980,000.00 of bonds or notes in accordance with the provisions of the Municipal Finance Act
(RSA 33) for these purposes; (3) To authorize the District Commissioners to
obtain, negotiate, and expend any and all grants that may become available to offset the costs of the bonds or notes; and (4) To authorize the District Commissioners to negotiate the terms of such bonds or notes and
to determine the rate of interest thereon.
Explanation: The District expects to receive grants of $420,000.00 from the Department of Environmental Services (DES) Drinking Water and Groundwater Trust Fund (DWGTF) and $321,000.00 from the Water Infrastructure
Improvement for the Nation (WIIN) Act Grant which will reduce the total debt to be issued by the District to $980,000.00. The DES advises that interest rates are expected to be one percent (1.0%) during construction and three
and one-half percent (3.5%) during the 25-year term thereafter. The Commissioners will negotiate the final terms and conditions and seek additional grant funding that may become available. The land rights to be acquired will be
based on the recommendations from the engineering studies authorized by this Article. However, a final affirmative vote by the District is
necessary to obtain the grant funding from the WGTF and WIIN. This article is therefore intended to amend and supersede Article 9 as adopted by the District on April 5, 2023, to the extent permitted by law.
